EXIMBANK, in partnership with the Organization for the Development of Entrepreneurship (ODA), the Entrepreneurship and Economic Growth Fund of Moldova (FACEM), and Bank Gospodarstwa Krajowego (BGK), offers financial support for investments in energy efficiency, energy transition, and climate change adaptation.

What types of investments are eligible?

You can obtain financing for projects that:

Purpose of the loan: Investments and/or working capital.

Reduce energy consumption through efficient equipment (heating/cooling systems, LED lighting, thermal insulation, etc.);

Support renewable energy (solar, wind, hydro installations, infrastructure for clean energy);

Contribute to climate adaptation (resilient infrastructure – dams, levees, flood/drought alert systems, etc.);

You can also finance the working capital of the project, up to 30% of the investment loan value.

Who can apply?

This facility is available to enterprises that:

Are registered in the Republic of Moldova and operate legally;
Are classified as SMEs according to European legislation;
Have no outstanding debts to the national public budget;
Are not in liquidation or reorganization;
Are not located in non-transparent jurisdictions or on sanction lists;
Have the financial capacity to implement the project.

Financing Conditions

Maximum value per beneficiary:

Total: up to EUR 375,000 (or equivalent in MDL)
From BGK resources: between EUR 5,000 and EUR 250,000
From FACEM resources: up to MDL 2,500,000 (for supplementation or working capital)
Program implementation duration: until 31.12.2026
Loan term: up to 28.02.2031
Grace period: up to 12 months

Eligibility Criteria for Projects

The project must include a business plan and financial projections, highlighting energy efficiency and CO₂ emission impact.
Investments must fall within the field of energy efficiency.
Projects in restricted areas are not accepted (e.g., tobacco, gambling, real estate transactions, etc.).
A maximum of 49% of funds can be directed to projects in Chisinau and Balti.

Ineligible Expenses

Costs covered by other grants or subsidies;
VAT, taxes, and duties;
Leasing, land acquisition (over 50%), transport, rents, ineligible administrative costs;
Activities prohibited by national legislation or international agreements.

Other Important Details

The loan is not eligible for interest rate subsidization under other government programs.
It can be combined with financial guarantees offered by ODA, under eligibility conditions.
